Procedure for the REACH registration of charcoal/ Charcoal, coconut shell

Steps that are required in advance to be able to create and submit a registration dossier

For a REACH registration every company needs an access to the REACH-IT system. By creating a REACH-IT account, each company is assigned a unique identification number. All notifications, submissions and changes regarding REACH registrations are made via this platform.

SME stands for small and medium-sized enterprises. ECHA charges fees for each substance registration. The amount of these fees depends on the company size. In order to benefit from the reduction for SMEs, evidence of the company size must be deposited in REACH-IT. The following documents are required for this purpose:

Information requirements:

  • A certified annual financial statement or equivalent
  • information on the structure of the company with regard to affiliated and individual companies
  • proof of the number of employees.

For each registration, analytical data on the substance are required. Substance identification is a general requirement of REACH Annex VI, as well as confirmation of substance identity to ensure co-use of the deposited data in the Lead registrants joint registration dossier.

Information requirements:

  • Analysis results of moisture
  • volatile matter
  • ash content
  • determination of CHNO content
  • PAH analysis
  • structural analysis of charcoal (XRD)
  • elemental analysis of metals (XRF)
  • Pyrolysis charcoal that is not produced from pure wood material also requires a BTEX and PCB analysis.

Note: If analyses are already available, they can of course be used.

Before each registration, an official inquiry must be submitted in the form of an Inquiry Dossier. In the inquiry dossier, the substance identity is described with the help of the analytical data. The inquiry dossier is manually checked by ECHA. After a positive decision by ECHA, each company is assigned an Inquiry number.

The Inquiry number is necessary to create and submit a co-registration dossier.

Registration

After completion of the member dossier using IUCLID6 software, the data set is submitted to the respective REACH-IT account of the company. This is followed by a check by ECHA. Once approved by ECHA, an invoice is automatically generated, which has to be paid directly to ECHA within a given period. The costs for this are determined from the registered quantity range and the company size.

If you buy a letter of access the following data will be provided:

  • Token number for the submission of the dossier,
  • IUCLID 6 template for preparing a member dossier,
  • Chemical Safety Report:
    For registrations above 10 tonnes a year, you need to submit a CSR. You can buy it from the lead registrant included in the Letter of Access, or prepare it by yourself. For registrations between 1-10 tonnes a year, a CSR is not required.

The individual pricing depends on the size and the annual turnover of your company. In accordance to Article 2 (2003/361/EC) small and medium-sized enterprises can benefit from reduced fees under REACH. Therefore, companies have to provide the evidence of their correct enterprise size. This fee has to be paid to ECHA directly by every company on its own.

  • Creation of an ECHA Account
  • Creation and Submission of the individual member dossier for the Joint Submission based on the IUCLID6 template,
  • Confirmation of the participation in the Joint Submission in REACH-IT,
  • Creation and Submission of the mandatory-specific registration dossier via REACH-IT,
  • Transmission of the documentation for the completed registration
